BLOOD NIOBIUM
Who We Are Independent intelligence platform

Blood Niobium is the first independent intelligence platform dedicated to exposing hidden liabilities — legal, accounting, regulatory, and humanitarian — in critical mineral supply chains.

It is not an NGO, not a media outlet, not a law firm. It is a transnational accountability documentary protocol: it organizes evidence, translates risks, and structures notification chains for actors who, until now, have been able to benefit from the distance between the origin of the conflict and international decision-making centers.

The Blood Niobium Dossier is structured to be admissible in CSDDD, LkSG, UFLPA audits and in HKEX 13.09 / IAS 37 / ISA 540 risk analyses — grounded in primary legal sources, translated into the language of those who can investigate and respond.

The Blood Niobium Dossier concerns the extraction of niobium at the Boa Vista Mine, in Catalão (GO, Brazil), operated by CMOC Brasil Ltda. — a wholly-owned subsidiary of CMOC Group Limited, listed on the Hong Kong Stock Exchange (HKEX: 3993) and in Shanghai (SSE: 603993).

The Origin The story that gave us purpose
Glória Duarte, 81 years old — co-owner of the Boa Vista Mine
GLÓRIA DUARTE · 81 YEARS OLD · CATALÃO, GO

At the center of this case is Glória Duarte, 81 years old, blind, widowed, co-owner of the lands where CMOC Brasil — a subsidiary of CMOC Group Limited (HKEX: 3993) — extracts billions of dollars in niobium. Despite this, Glória survives on a monthly pension of approximately R$ 1,600 (US$ 180), requires two urgent surgeries, and has no money to pay for medical tests, hospitalization, doctors, or antibiotics.

The niobium extraction takes place at the Boa Vista Mine, located in Catalão, Goiás (Brazil), whose lands have been under judicial dispute for 10 years / 4,049 days between the Duarte Family and CMOC — a case still without a definitive resolution. During this period, 6 elderly heirs have died.

The niobium extracted from these disputed lands does not remain in Catalão. It crosses borders, enters global supply chains, and reaches strategic sectors: defense, infrastructure, steelmaking, mobility, energy, and critical technologies — including the frontier of quantum computing and AI infrastructure.

AND THE BLOOD FOLLOWS THE TRAJECTORY OF THE NIOBIUM.

What is being disputed locally is not merely a Brazilian land controversy: it is the informational, legal, and ethical integrity of a mineral supply chain of global significance — and the impossibility of any actor in that chain claiming ignorance.

Glória Duarte asked a simple question:

The Dialogue That Created Blood Niobium Transcript · 2024

"What would you do to make the most powerful man at CMOC, there in China, know what is happening to me here?"

Chinese Student, São Paulo Response

"I would make the entire world ask him:"

WHAT IF SHE WERE YOUR MOTHER?
如果是你的母亲呢?

"Because in my culture, you do not attack a man’s wallet first; you question his honor. ."

That is how the Blood Niobium platform was created, with the campaign “WHAT IF SHE WERE YOUR MOTHER?”

The niobium from my land cannot carry any more blood in its name.

Blood Niobium — About Us
OUR MISSION + WHAT WE DO
Independent intelligence platform on critical minerals supply chains

Making Deliberate Ignorance Impossible.

Every ESG certification issued, every audited financial statement, every sustainability report published, every one of the 86,548 tonnes of niobium shipped (2016–Q1 2026) — all of it conceals documented and unprovisioned accounting violations that may reach up to US$ 3.5 billion in contingent liability (Art. 1,216 CCB), and humanitarian violations that resulted in 06 deaths / 06 Irreversible Remediation Failures.

Our mission is to ensure that no relevant stakeholder — shareholders/investors/fund managers, auditors, regulators, certification bodies, industrial customers, governments, press, NGOs, civil society — can claim ignorance.

Three Pillars of Action — 3-Tier System

We are not an NGO, we are not a media outlet, we are not a law firm. We are a transnational accountability documentary protocol: we organise evidence, translate risks and structure notification chains for actors who, until now, have been able to benefit from the distance between the origin of the conflict and international decision-making centres.

Tier 01 · Open
Verified Evidence
We compile and analyse court documents, financial statements, audit reports, ESG certifications and regulatory standards to build a technical dossier. Every claim has a traceable primary source: TJ-GO case records, CMOC annual reports (HKEX: 3993, 2016–Q1 2026), death certificates of the 6 deceased heirs, official ESG certifications, the Brazilian Civil Code and published international standards.
Tier 02 · Verified
Critical Analysis
Mapping of legal, accounting, regulatory and humanitarian violations — admissible in CSDDD, LkSG, UFLPA audits and in HKEX 13.09 / IAS 37 / ISA 540 risk analyses. Each stakeholder profile receives questions, applicable standards and action mechanisms structured according to their area of competence.
Tier 03 · Counsel-grade
Transnational Accountability
Distributable documentary guides for every decision-making sphere: Shareholders, Institutional Investors, ESG-Mandated Fund Managers, Auditors, Regulators, ESG Certification Bodies, Industrial Customers, Governments (BR/CHN/USA), Press, NGOs and Civil Society. Change does not happen through a single front, but through the convergence of simultaneous pressures at multiple points along the value chain.

5-Layer Methodology + 3-Tier System

All Blood Niobium dossier content follows a rigorous five-layer methodology, organised around the 3-Tier System of documentary admissibility:

  • 01

Documentary Fact Tier 01 · Open

Each claim is based on a verifiable document: TJ-GO court record, CMOC financial statement (HKEX: 3993), published standard, death certificate, official declaration or public registry. Every source is primary and traceable.

  • 02

Standards Analysis Tier 02 · Verified

Violations are analysed against applicable international standards — IAS 37, IAS 36, ISA 540, HKEX 13.09, CSDDD, LkSG, UFLPA, UNGPs, IFRS 3 — with express citation of the relevant article or provision.

  • 03

    Risk Quantification

The potential financial impact is estimated based on technical criteria and comparable precedents. The unprovisioned contingent liability may range between US$ 66 million (conservative estimate) and US$ 3.5 billion (extended estimate, on gross FeNb revenue 2016–Q1 2026, based on CMOC annual reports and criteria of Arts. 884 and 1,216 of the Brazilian Civil Code — 100% restitution of proceeds). Direct precedent: IXM Congo (HKEX April 2023) — US$ 800 million. Both estimates are technical references and must be confirmed by qualified experts.

  • 04

    Profile Translation Tier 03 · Counsel-grade

Findings are rewritten in accessible and actionable language for the 9 stakeholder profiles — shareholders/investors, auditors, regulators, ESG certification bodies, industrial customers, Government of Brazil, Government of China, Government of the USA, press/NGOs — eliminating the distance between the technical complexity of the case and the understanding of those who can act.

  • 05

    Confirmation by Investigators

All violation and risk points are presented as potential and must, without exception, be confirmed by qualified experts — also in view of Glória Duarte’s limited financial and structural capacity to carry out such global and China-based investigations.

8 Channels of Intervention

Blood Niobium organises 8 possible actions. The first is the request for official documents, upon verification of the requester’s identity. The last is the right of reply for CMOC and organisations mentioned on the platform. And 6 other action options, whose purpose is to convert a complex case into concrete intervention pathways — compatible with the competence of each profile.

  • 01 Send a strategic suggestion — Ideas, support, access to those who can help, press contacts, actions to strengthen the support network for Glória Duarte.
  • 02 Sign the support manifesto — Registration as a moral witness; each signatory is included in the Weekly Dossier sent to the CMOC Board, to Deloitte and to ESG agencies.
  • 03 Send an email to break CMOC’s silence — Pre-written message to the CMOC Board, investors and audit bodies.
  • 04 File a letter to the Chairman — Download the open letter addressed to Chairman Liu Jianfeng, to ensure the letter reaches him.
  • 05 Viralize the visceral question — Confront CMOC on social media with the question: “What if she were your mother?” (如果是你的母亲呢?)
  • 06 Strategic Notifications — 9 Profiles · 1 Case — Select your profile and send the pre-drafted notification to the decision-making centre that can respond — from the CMOC Board to the Pentagon, from the Federal Revenue Service to the global press.

Denouncing is not enough. Translation is necessary. Blood Niobium provides structure for informed action — not abstract indignation.

How we work — and why this case cannot be ignored

Why "Blood Niobium"

Blood Niobium — blood niobium — is an analytical category that defines a strategic mineral (niobium) extracted under conditions of active judicial litigation, with documented violations of the fundamental rights of elderly people.

Blood Niobium proposes that the critical mining sector cannot continue operating in an accountability vacuum. Or worse: that a mining company can remain silent, without addressing the humanitarian rights of elderly people for 10 years / 4,049 days, after being repeatedly informed through court petitions, extrajudicial notifications and social media publications.

Niobium.
You don’t see it. You live on top of it.

Niobium is in the HSLA steels of the world’s largest infrastructure projects. It is in the superalloys of Airbus, Boeing and GE turbines. It is in the superconductors that make hospital MRI scanners work. It is in the qubits of IBM, Google and Fermilab’s quantum computing. It is in F-35 components.

Niobium is strategic, highly critical — it is a mineral on which the modern world depends, and for that very reason its origin cannot be compromised by a mining company that incurs 21 violations, has ignored for 10 years the extreme vulnerability of Glória Duarte, and omits accounting provisions for litigation risks.

That is why Blood Niobium does not merely narrate a case. It is the first independent intelligence platform dedicated to exposing hidden liabilities — legal, accounting, regulatory and humanitarian — in critical minerals supply chains. It organises evidence, translates potential risks and structures a transnational accountability documentary protocol for actors who, until now, have been able to benefit from the distance between the origin of the conflict and international decision-making centres.

Every tonne of niobium shipped carries an unprovisioned accounting risk and a humanitarian risk of lack of remediation, which already counts 06 irreversible remediation failures.

Denouncing is not enough. Translation is necessary. Translating the case into the language of markets, audits, certifications, the international press, regulators — and also of Chinese moral conscience (百善孝为先 — of the hundred virtues, respect for parents is the first).

If the right information never reaches the company’s centres of power and the agents who legitimise its global operations, silence will continue to function as a shield. It was necessary to transform the invisible suffering of an elderly Brazilian woman into a documentary language capable of crossing political, financial, regulatory and moral borders.

Blood Niobium operates precisely in this blind spot.

What Glória Cannot Do — And You Can

Glória Duarte is 81 years old. She is blind. She is a widow. She survives on R$ 1,600 (US$ 180) per month. She needs 2 surgeries, and has no money for tests, hospitals, doctors or antibiotics. CMOC tells the Court that she lives in “extreme comfort”.

She has no access to Chairman Liu Jianfeng in Hong Kong. She cannot send reports to the PCAOB in Washington. She cannot request a rating downgrade from MSCI or Sustainalytics. She cannot file a complaint with the HKEX. She cannot ensure that bodies and companies — such as Deloitte — are informed of the facts, read the dossier, assess the violations and risks, and take action. She has no international lawyers to confront the mining giant in China.

Because Glória has no access to international regulators, global audits, ESG agencies or major media outlets, she cannot investigate the system.

But you can.

The violations are in the documents.
The documents are public.
The standards are clear.
What is missing — is someone with access to investigate and reach CMOC.

Editorially and Financially Independent

Blood Niobium is editorially independent. It receives no funding from any company, government, political party or private entity. All content is produced based on the extremely serious conditions in which Glória Duarte finds herself, on public documents, verifiable judicial records, published international standards and official statements from the entities cited.

All sources are cited. Claims are documented. Space for contradiction and the right of reply is open. Dossiers are structured to be admissible in CSDDD, LkSG, UFLPA audits and in HKEX 13.09, IAS 37, ISA 540 risk analyses.

LEGAL NOTICE This dossier presents technical analysis based on published standards and public documents. The classification of “violation” does not replace regulatory, judicial or audit determination, and must be confirmed by investigators. All facts are presented as a starting point for independent investigation. CMOC Group Limited (HKEX: 3993, SSE: 603993) denies any irregularity in the ownership of the area and did not respond to documented contact attempts between 2016 and Q1 2026.
